Expands nonapplication provisions relating to real estate practices to include persons or private parties seeking relief; specifies procedures and requirements for bringing actions against motor vehicle dealers by persons other than the enforcing authority; limits actions for damages or declaratory or injunctive relief; limits awards of attorney's fees and costs; provides procedures and requirements for a dealer’s acceptance of a demand; provides for determinations of damages under such accepted demands; specifies effects of accepting such demands; providing for awarding attorney's fees and costs; provides for application to class actions.
