HB 1743 (2004) -  Financial Impact Statements for Proposed Constitutional Amendments

Requires the Secretary of State to submit certain proposed constitutional amendments to the Financial Impact Estimating Conference; requires the Attorney General to petition the Supreme Court for an advisory opinion of certain financial impact statements; requires the Financial Impact Estimating Conference to complete a financial impact statement and requires the conference to submit the statement to the Attorney General and the Secretary of State; establishes the Financial Impact Estimating Conference and specifies principals of the conference; revises criteria for financial impact statements; provides for remand and redrafting of financial impact statements found by the Supreme Court to be not in compliance; specifies approval of financial impact statements for which the Supreme Court has not issued an advisory opinion of approval by a time certain; requires the conference to draft an initiative financial information statement and summary; requires the Department of State to print and furnish copies of a summary of such statement to supervisors of elections and requires supervisors of elections to make such summaries available at polling places; requires the Secretary of State and the Office of Economic and Demographic Research to make such statement and summary available online; requires constitutional amendments proposed by initiative to include a financial impact statement following the ballot summary; requires the Secretary of State to submit to the Financial Impact Estimating Conference active initiative petitions; repeals a provision relating to fiscal impact statements for constitutional amendments or revisions other than initiatives.
