General Bill
Elections:
Eliminates the book-closing period for voter registration and provides for registration and changes in registration at the polls on election day; delays the closing of the polls; provides for earlier qualifying; provides for earlier primary elections; authorizes the voting of a provisional ballot at a precinct in the county other than that of a voter's legal residence under certain circumstances; restricts the length of ballots; requires approved voting systems to provide paper receipts for voted ballots; provides for phase-in of such requirement and requires the state to fully fund the cost; revises provisions relating to absentee voting to allow for weekend voting; requires the supervisor of elections to provide additional locations for absentee voting; authorizes the use of mobile voting units for absentee voting; makes General Election Day a paid holiday observed by all state branches and agencies and reenacts the designation of General Election Day as a legal holiday; requires broadcast television and radio stations to provide certain free air time to candidates for public office; creates a task force to rebut false or inaccurate statements in political campaigns; prohibits political committees from making contributions to candidates for election to or retention in office; provides a limit to contributions to state and county executive committees of political parties; removes provisions relating to nonallocable items for purposes of limits on contributions from political party committees and a related reporting requirement; prohibits an individual from being appointed and serving as campaign treasurer for a candidate and a political committee or any combination of candidates and political committees; removes expenditure authorization for certain joint endorsements; requires a political committee to report information relating to any candidate or political party the committee opposes; repeals and removes reference to regulation of committees of continuous existence.
