HB 1981 (2004) -  Independent Living Transition Services

by Future of Florida's Families (CO-SPONSORS) Fiorentino
Authorizes community-based providers to administer an independent living transition services system; provides legislative intent regarding assistance to older children in foster care; requires the Department of Children and Family Services to provide skills assessment and training to such children; provides guidelines to develop such training; provides educational goals; revises provisions governing a young adult's preparation for independent living; requires the department to conduct an assessment and inform the child of scholarships, grants, and awards; provides that such assessment by included during judicial review; removes life skills activities guidelines for young adults who were formerly in foster care; revises aftercare services; provides a limitation on the amount of an award; provides additional qualifications to receive the award; provides that a young adult who is eligible to receive such award may remain with the foster family or group care provider beyond his or her age of majority; provides a limitation on the number of diplomas, certificates, or the equivalent an award recipient may receive; abolishes the Independent Living Services Workgroup; creates the Independent Living Services Advisory Council; provides duties and responsibilities; requires an annual report; provides membership criteria; removes the department's rulemaking authority; requiries an additional judicial review hearing for each child in foster care; requires that the court certify that such child has received information; provides that the department may be held in contempt; requires that information from the preindependent living assessment be provided to the courts; requires the court to determine the child's preparation for independence; revises requirements specifying the students who are exempt from paying tuition and fees; requires the Auditor General to perform an audit of program and submit a report.
