Defines terms "applicant" & "public employer"; prohibits public employer from inquiring into or considering criminal history record of applicant for public employment until applicant has been selected for interview by public employer; provides that restriction does not prohibit public employer from notifying applicant that law or employer's policy may disqualify applicant from employment in particular position with public employer; provides exemption.
