HB 1423 (2003) -  Public School Student Progression

Revises provisions relating to mandatory retention; provides for mandatory retention at the end of grade 4, rather than grade 3, based on reading deficiency demonstrated on statewide assessment testing and teacher observation.
Effective Date: This act shall take effect July 1, 2003
