HB 405 (2004) -  Nonsettling-Manufacturer Cigarettes

Imposes a fee on cigarettes made by manufacturers which don't participate in the tobacco settlement agreement; requires reporting of the number and denominations of stamps affixed to individual packages of such cigarettes by manufacturer and brand style; requires registration with the Attorney General of nonsettling manufacturers of cigarettes; requires development, maintenance, and publication by the Attorney General of a list of complying nonsettling manufacturers of cigarettes; treats cigarettes of manufacturers that have not paid the fee as cigarettes for which the cigarette tax has not been paid; prohibits the stamping of cigarettes for which the fee has not been paid in full; prohibits the transport of unstamped cigarettes across state lines; prohibits affixing stamps to cigarettes or paying excise taxes prohibited by another state; provides for reports on the transport of stamped cigarettes across state lines.
