Creates the "Human Cloning Prohibition and Responsibility Act of 2004"; provides definitions; provides that it is unlawful to perform or attempt to perform human cloning, to participate or assist in an attempt to perform human cloning, or to ship or receive in commerce for any purpose an embryo produced by human cloning or any product derived from such embryo; provides criminal penalties; provides for a minimum mandatory term of imprisonment; provides civil penalties in an amount not less than $1 million; provides construction with respect to scientific research; provides for enforcement of the act; provides civil remedies; provides limitations on commencement of actions; provides periods of limitations on actions and prosecutions for violations of the act.
