Environmental Health: Provides for regulation of portable restroom contracting; requires a portable restroom contractor to apply for registration with the Department of Health; provides requirements for registration, including examination; provides for exemptions; provides for administration; provides rulemaking authority; provides for renewal of registration, including continuing education; provides for certification of partnerships and corporations; provides grounds for suspension or revocation of registration; provides fees, prohibitions, and penalties; authorizes imposition of an administrative fine; specifies the department's powers and duties with respect to the regulation of portable restroom facilities and the companies that provide and service them; authorizes the department to enter the business premises of any portable restroom contractor for compliance determination and enforcement; authorizes issuance of a citation, which may contain an order of correction or a fine; authorizes the continuation of permit fees for system construction permits for onsite sewage treatment and disposal systems.
