HJR 687 (2004) -  Preserving Florida's Fiscal Integrity

Proposes an amendment to s. 19, Art. III and the creation of s. 19, Art. VII of the State Constitution to require that a portion of the increase in net general revenue funds collected each year be deposited into the Budget Stabilization Fund until the Budget Stabilization Fund is at its maximum level, to place conditions on the approval by the Legislature of the issuance of state tax-supported debt, and to require an annual 5-year fiscal forecast to be prepared by the Legislature.
