Electric Transmission Line Siting: Changes the short title to the "Florida Electric Transmission Line Siting Act"; revises legislative intent; revises definitions; defines "licensee"; revises powers and duties of the DEP; requires the department to collect and process fees, to prepare a project impact analysis, to act as clerk for the siting board, and to administer and manage the terms and conditions of the certification order and supporting documents and records; revises provisions for applicability, certification, and exemptions under the act; requires the application contain the starting point and ending point of a transmission line specifically defined by the applicant and verified by the PSC; provides for powers and duties of the administrative law judge; revises application procedures and schedules; revises procedures for determination of completeness of the application; requires the department consult with affected agencies; repeals provisions relating to application of the act to applications prior to a certain date; revises schedule for notice of public hearing by the PSC to determine the need for a transmission line.
