Revises the Management Privatization Act; authorizes the department, pursuant to board, commission, or council request, to establish and contract with a nonprofit corporation to perform support services specified pursuant to contract for the applicable profession; requires development of a business case subject to executive and legislative approval; provides corporation organization, powers, duties, and staff; authorizes per diem and reimbursement for travel expenses; requires adherence to the code of ethics for public officers and employees; provides sovereign immunity; provides for corporation boards of directors and for contract managers; provides contract requirements; establishes financing, reporting, recordkeeping, and audit requirements; provides for quarterly assessment and annual certification of contract compliance; provides requirements in the event any provision of the section is held unconstitutional; revises requirements for the monitoring of continuing education compliance; removes provisions relating to privatization and dispute resolution; revises penalties for failure to comply with continuing education requirements; revises requirements for waiver of such monitoring; revises reporting requirements for continuing education providers; removes provisions relating to private vendors; revises penalties for noncompliant continuing education providers; provides for conduct of investigations and prosecutions of noncompliant continuing education providers; revises continuing education provider and course approval procedures; revises penalties for failing to teach approved course content; provides for conduct of investigations and prosecutions of noncompliant continuing education providers; provides rulemaking authority.
