Creates the Suicide Prevention Coordinating Program in the Office of Drug Control; provides a purpose; provides duties and responsibilities; creates the Suicide Prevention Coordinating Council; provides a purpose; provides duties; requires the council to establish an interagency workgroup; requires quarterly meetings of the council; provides for other committees as needed; provides membership criteria; requires public organizations to participate and cooperate with the council; provides that members of the council are not compensated; provides for per diem and travel reimbursement of state employees; authorizes the council to seek outside funding; provides an appropriation.
