Creates the Florida Childhood Lead Poisoning Reduction Act; provides a popular name; provides legislative findings; provides legislative purposes of the act; provides definitions; provides for a Director of Lead Poisoning Prevention, appointed by the Secretary of Health; provides duties and responsibilities of the director; provides for the establishment of a statewide program for the prevention, screening, diagnosis, and treatment of lead poisoning; provides for a Lead Poisoning Prevention Commission; provides for membership and duties of the commission; provides criteria for lead-free and lead-safe property status; provides notice requirements when an owner of an affected property intends to make repairs to or perform specified maintenance work on an affected property; provides requirements and procedures with respect to access to and vacation of affected properties; provides for voluntary inspection of affected properties; requires the Lead Poisoning Prevention Commission to develop a proposal for the implementation of mandatory inspections of all affected properties or to develop alternative measures of enforcement and penalties to ensure compliance with lead-free or lead-safe standards by a specified date; provides for involuntary inspections under specified circumstances; provides for inspection reports; provides for certification of persons performing lead-hazard-reduction activities by the Department of Health; provides for certification of persons performing inspections; provides for duration of certification; provides certification fees for persons performing lead-hazard abatement and persons performing inspections; provides for deposit of fees; provides for enforcement of the act; provides for reporting of enforcement actions; provides for receivership of properties not meeting certain standards; provides for injunctive relief; provides for notice of intent to seek injunctive relief; provides for recovery of costs and attorney's fees; prohibits retaliatory evictions; defines the term "retaliatory action"; provides for relief for retaliatory eviction and retaliatory action; provides for the establishment of a statewide comprehensive educational program; provides for a public information initiative; provides for distribution of specified literature; provides for a Lead Poisoning Prevention for Properties seminar; requires the establishment of a program for early identification of persons at risk of elevated levels of lead in the blood; provides for screening of children; provides for screening priorities; provides for the maintenance of records of screenings; provides for reporting of cases of lead poisoning; authorizes the Department of Health to adopt rules.
