Waste Management: Provides for regulation of recovered construction and demolition materials; provides for annual certification by the DEP of an owner or operator of a materials recovery facility; provides criteria for certification; provides for rules; provides for fees; prohibits local governments from enacting ordinances or entering into contracts that prevent construction and demolition materials from being delivered to a certified materials recovery facility; provides an exception; authorizes local governments to require source separation; authorizes local governments to establish a registration and reporting process relating to the handling of construction and demolition materials; provides conditions for franchise agreements and fees; requires compliance with the provisions of s. 403.7047, F.S.
