revises requirements for establishing specialty license plate; requires submission of sample plate; requires certain number of plates to be sold prior to seeking legislative approval; provides for collection of use fee for proposed plate in local tax collector's office; requires dept. to adopt rules re design specifications for said license plates; revises provisions for issuance of such license plates, etc. Amends 320.08053,.08056,.08062,.20.
