Provides legislative policy and intent and revises duties of the Division of Blind Services; requires the division to develop and implement a state plan for vocational rehabilitation services; requires the division to develop and implement a state plan for independent living services; provides for the division to purchase and distribute specialized equipment without using state centralized purchasing procedures; exempts such equipment from certain record and inventory requirements; creates a children's program; requires background investigations of division personnel; redesignates the Advisory Council for the Blind as the Rehabilitation Council for the Blind; provides a popular name; modernizes terminology; requires the division to conduct a periodic survey of state properties; provides for the division to retain title to certain real and personal property intended for use by people who have visual impairments and certain personnel; allows the division to repossess, transfer, and dispose of such property; provides for rulemaking by the division; authorizes the division to create a blind services direct-support organization; provides purposes and objectives; provides for members of the board of the direct-support organization; provides that the organization is subject to public records and meetings requirements; requires expenses of the organization to be paid by private funds; provides guidelines for the use of the funds; repeals provisions regulating solicitation of funds for the use and benefit of blind persons.
