Specifies spouse at time of death as beneficiary for purposes of the retiree health insurance subsidy; provides an exception; provides deadlines for employees for election and removal from the optional retirement program; requires an employer to communicate retirement options to employees; authorizes employees to change retirement plans if within an allotted timeframe; authorizes the State Board of Administration to cash out de minimis accounts when the participant has been terminated for 6 months; removes the ability of a deceased disabled retiree's beneficiary to receive Florida Retirement Trust Fund account balances; revises criteria for employer contributions to include adjustments as a result of error or corrections; requires participants to repay excess employer contributions; provides that expenditures for acquisition and and operation of investments in private equity or other private investment partnerships or limited liability companies shall be included in the cost of the investment; provides criteria for rating investment grade for fixed income obligations for investments; deletes a provision allowing general foreign government-backed investments that have not defaulted for a minimum of 25 years; provides for a Florida Retirement System Defined Benefit Plan Investment Policy Statement instead of a plan.
