HB 1425 CS (2004) -  State Lands

Requires the lead land managing agency of conservation and nonconservation lands to utilize inmates of the Department of Corrections to assist in management or restoration activities on managed lands in certain circumstances; specifies circumstances in which such inmates may assist in performing conservation activities; directs land managing agencies to make certain evaluations concerning the potential use of inmates to assist in the initial management or restoration of specified property; revises a limitation on the availability of certain lands for purchase through the state's surplusing process; directs land managing agencies to make certain evaluations concerning the potential use of inmates to assist in the initial management or restoration of specified property; revises a provision pertaining to payments for tax losses; revises a provision pertaining to further determination of eligibility for such payment; revises a limitation on the availability of certain lands for purchase through water management district surplusing process; revises a provision pertaining to water management district payments for tax losses; revises a provision pertaining to payments by a water management district in lieu of taxes; requires the Department of Corrections to enter into agreements with state agencies that are responsible for managing state lands in certain circumstances; specifies that the purpose of such agreements is to utilizing inmate labor for state land management activities; provides for reimbursement to the department from such state agencies; specifies circumstances in which a state agency is not required to enter into such agreements.
