Renewable Energy: Provides legislative findings and intent; provides state energy policy; revises legislative findings, intent, and definitions; requires the Florida Solar Energy Center to adopt standards; revises language in provisions relating to funding by electric utilities of local governmental solid waste facilities that generate electricity; requires recommendations to be made through the Department of Environmental Protection; requires receipts and disbursements of funds to be audited by a certified qualified public accountant licensed in this state; transfers responsibility for the Florida Clean Air Act from the Department of Community Affairs to the Department of Environmental Protection; provides definitions applicable to state energy policy; provides functions of the Department of Environmental Protection relating to state energy policy; creates the Florida Renewable Energy Research and Development Institute; assigns the institute to the Department of Environmental Protection for administrative proposes and for overall mission oversight; provides responsibilities to the institute; revises a permit requirement for a waste-to-energy facility; provides for transfer to the Department of Environmental Protection of solar energy promotional activities of the Department of Community Affairs; provides for type two transfer of the Solar Energy Program and the Clean Fuel Florida Advisory Board from the Department of Community Affairs to the Department of Environmental Protection; requires uniform firesafety standards for hydrogen fueling stations; grants the State Fire Marshal rulemaking authority to adopt certain standards relating to use, production, and storage of hydrogen.
