Apportionment of Legislative and Congressional Districts by Commission:
Proposes an amendment to s. 16, Art. III of the State Constitution to provide for apportionment of legislative and congressional districts by a commission instead of the Legislature; retains review and apportionment by the state Supreme Court for failure to adopt a plan or adoption of an invalid plan.
