Authorizes each county to create an independent special district to provide funding for seniors' services; requires approval by a majority vote of electors to annually levy ad valorem taxes not to exceed a maximum; creates a governing board for the special district; specifies criteria for membership to the governing board; provides terms of office; clarifies that a county may provide seniors' services or create a special district to provide such services by general or special law; specifies the powers and functions of a council on seniors' services; requires each council to appoint a chair and a vice chair and elect officers; provides duties and responsibilities of the council; requires the council to serve without compensation; specifies expenditures of funds; provides that a district may be dissolved by a special act of the Legislature or by ordinance by the governing body of the county; specifies obligations of the county if a district is dissolved; provides that the governing body of a county may fund the budget of the council on seniors' services from its own funds after or during the council's first year of operation; requires a special district to comply with statutory requirements related to the filing of a financial or compliance report; authorizes a county to create a dependent special district to provide services for seniors; authorizes the district to seek grants from several sources and to accept donations from public and private sources; provides legislative intent; provides that two or more councils on seniors' services may enter into a cooperative agreement to share administrative costs, staff, and office space and to seek grants, to accept donations, or to jointly fund programs serving multicounty areas.
