Provides certain restrictions on the licensure of hospitals; provides exceptions; authorizes rulemaking; revises definitions; revises provisions relating to local health councils; deletes provisions relating to regional areas; revises funding provisions; makes the Agency for Health Care Administration solely responsible for coordinated planning of health care services; transfers certain duties from the agency to the Department of Health; revises the list of projects subject to review; includes beds in community nursing homes and intermediate care facilities for the developmentally disabled in project review requirements; includes conversion from a general hospital to another form of hospital in project review requirements; revises the list of projects subject to expedited review; revises the list of projects subject to exemption from review; specifies certain facility or provider notice requirements; requires the agency to adopt rules to develop licensing standards for cardiology services and burn units; provides criteria for such rules; requires certain providers to comply with such rules; requires the agency to include certain provisions in establishing the rules; requires the agency to establish a technical advisory panel and adopt rules based on the panel's recommendations; requires the secretary of the agency to appoint an advisory group; provides membership criteria for such group; requires the group to make certain recommendations; requires the secretary to appoint a workgroup; provides the components of such workgroup's assessment; requires a report; provides for a higher application fee; specifies an annual review cycle; provides that failure to report compliance constitutes noncompliance; deletes special provisions relating to sole acute care hospitals in high-growth counties; deletes an obsolete judicial or administrative abatement provision.
