HB 1703 CS (2004) -  Statewide and Local Advocacy Councils

Requires the Florida Statewide Advocacy Council to be located in the Executive Office of the Governor; removes the requirement for the Department of Children and Family Services to provide administrative support; revises the membership of the statewide advocacy council; provides priority consideration; requires the Governor to select an executive director; provides that such director shall serve at the pleasure of the Governor; removes a restriction on the preparation of the annual budget; requires the council to consult with the Governor before generating a complaint; revises council duties and responsibilities; directs the council to establish interagency agreements; requires copies of files, records, and reports to be provided to the council at the agency's expense; deletes references to administration by the department; provides clarification for duties performed by a local council; revises the period in which the Governor may approve or disapprove an appointment; removes authority to review programs; provides that the local council has the same authority to access records from facilities, programs, and clients as does the statewide advocacy council; directs each state agency that provides client services to provide information about the statewide advocacy and local councils; transfers the local advocacy councils, positions, and a toll-free complaint line by a type two transfer from the Department of Children and Family Services to the Florida Statewide Advocacy Council; directs the department to identify positions.
