Revises requirements to operate a talent agency and provides requirements to operate an advance-fee talent service; provides contract requirements; increases bond requirements; requires background checks and fingerprinting; specifies prohibited acts and provides penalties; provides for injunction and other enforcement; abolishes regulation of talent agencies by the Department of Business and Professional Regulation; provides for the use and transfer of remaining regulatory funds; provides for continuation of legal proceedings.
