HJR 813 (2005) -  Limiting Class Size Reductions; Appropriating Funds for Teacher Compensation

Proposes an amendment to s.1, Art. IX of the State Constitution to limit class size reduction requirements to prekindergarten through grade 3 and to grades 4 and 5 on a school district average basis; to provide that, in addition to the amounts appropriated to meet the revised class size requirements, the Legislature shall appropriate a separate amount equal to the difference between the estimated cost of implementing a class size reduction program according to the constitutional provisions adopted in November 2002 and the cost of implementing these limited class size reduction requirements; and to provide that such appropriation shall first be used to increase the compensation of public school teachers and thereafter to fund other public education purposes.
