Human Immunodeficiency Virus: Increases the number of HIV and AIDS minority coordinators within the Department of Health; requires the department to expand its HIV and AIDS prevention efforts in the state's minority communities and establish linkage programs for HIV-positive persons in minority communities and HIV-positive inmates prior to their release from jail; requires the department to expand HIV counseling, testing, and referral services; requires programs under this section to be consistent with recommendations of certain state and federal organizations.
Effective Date: upon becoming a law.
