HB 1409 CS (2005) -  Regional Transportation Authorities

Regional Transportation Authorities: Revises the definition of "transit system" for purposes of the South Florida Regional Transportation Authority Act; revises powers and duties of that authority; removes reference to commuter rail systems; provides for issuance of revenue bonds authorized by resolution of the authority; provides for sale and security of the bonds; provides that the bonds are negotiable securities; revises provisions for funding for the authority; provides for minimum county contributions to the authority; removes a vehicle registration tax levied by the authority; authorizes an additional title fee on certain vehicles to be levied by counties served by the authority; requires approval of the additional title fee by super majority vote of the county commission; requires counties served by the authority to annually transfer certain funds before a certain date; provides for cessation of specified county funding contributions and provides for certain refunding of the contributions; revises timeframe for repeal of specified funding provisions; provides that specified regional transportation authorities are not agencies under the Administrative Procedure Act; provides that comprehensive plan concurrency requirements do not apply to transit-oriented development master plans; provides criteria for such plans.
