General Bill
Fuel Tax Proceeds:
Provides for adjusting the ninth-cent fuel tax rate and the local option fuel tax rate by county ordinance; requires a county to provide a copy of the ordinance to the Department of Revenue; requires the department to notify specified persons of any adjustment; applies such adjustments to the State Comprehensive Enhanced Transportation System Tax; deletes provisions deducting services charges and administrative costs from fuel tax proceeds deposited into the Fuel Tax Collection Trust Fund; deletes a provision deducting services charges from fuel tax proceeds deposited into the State Alternative Fuel User Fee Clearing Trust Fund and the Local Alternative Fuel User Fee Clearing Trust Fund; exempts additional taxes and trust funds from required appropriations of a service charge to the General Revenue Fund; specifies a percentage of moneys deposited into the State Transportation Trust Fund to be used to fund the County Incentive Grant Program; requires adjustment of fuel taxes to conform; deletes provisions deducting services charges and administrative costs from fuel tax proceeds deposited into the Local Option Fuel Tax Trust Fund; defines the term "transportation expenditures"; authorizes additional uses of tax proceeds to fund infrastructure projects and pay court-ordered refund of special assessments; specifies uses of revenues derived from elimination of the deduction of administrative costs on fuel tax proceeds and from elimination of the deduction of service charges imposed on fuel tax proceeds and trust funds.
