Creates the Florida Vaccine Research Institute in the College of Pharmacy and Pharmaceutical Sciences at Florida Agricultural and Mechanical University for the purpose of attracting manufacturing, economic development, and business enterprise; requires the Florida Board of Governors to enter into agreement for use of university facilities for the institute; provides for governance and operation of the institute by a not-for-profit corporation; provides for a board of directors; provides requirements for an agreement between the Florida Board of Governors and the corporation; authorizes the Florida Board of Governors to secure insurance coverage for the corporation; provides for effect of termination of the agreement; provides for administration by a chief executive officer; provides responsibilities of the chief executive officer; requires the board of directors of the corporation to create a council of scientific advisors; provides duties of the council; provides for appointment of members to the council; specifies the corporation as not an agency; specifes records of the corporation as public records; requiries the Office of Program Policy Analysis and Government Accountability to conduct performance audits; provides audit requirements; provides for program evaluation; provides construction relating to appropriation and disbursement of funds; specifies application of payments of appropriations; provides an appropriation.
Effective Date: upon becoming a law.
