HB 1735 CS (2005) -  Underground Petroleum Storage Tanks

Underground Petroleum Storage Tanks: Directs the Department of Environmental Protection to encumber petroleum remediation funds uniformly throughout the state's fiscal year; provides for a prioritization within a priority scoring range; provides that limited source removal projects approved outside the established priority order may be funded from the Inland Protection Trust Fund; provides a priority order for these projects; limits the use of the funds to certain specified purposes; limits the amount of money allocated to such projects each fiscal year; provides for the repeal of the law on a specified date; requires the department to obtain legislative authorization for certain debt-financed cleanup projects and payments; provides that the preapproved advanced cleanup provisions may apply to certain discharges under the petroleum cleanup participation program; provides that certain contaminated sites acquired prior to a specified date are eligible for state financial cleanup assistance; extends the termination date of the Inland Protection Financing Corporation; authorizes the corporation to borrow money and issue bonds to pay for large-scale cleanups that are eligible for state funding; requires submission to the Governor and Legislature of a plan by the corporation prior to the issuance of certain debt; extends the termination date of certain service contracts.
