HJR 467 (2006) -  Classroom Instruction Expenditures

Proposes an amendment to s. 1, Art. IX of the State Constitution to provide that adequate provision for the education of all children residing within the state's borders includes compliance with requirements for expenditures on classroom instruction; to require each school district, beginning in the 2007-2008 school year and for each school year thereafter, to spend at least 65 percent of its total federal, state, and local funds received for operational expenditures on expenses directly related to classroom instruction, as defined by law; to provide for a 2-percent phase-in to meet the 65-percent classroom instruction expenditure requirement; and to authorize, in exceptional circumstances, a school district to request from the Governor a temporary waiver of the classroom instruction expenditure requirements.
