Local Government Infrastructure Surtax: Requires a ballot summary to disclose specified fiscal information under specified circumstances; limits a prohibition against using surtax proceeds for infrastructure operating expenses to 90 percent of the proceeds; authorizes the use of a portion of surtax revenues to supplant or replace ad valorem tax or user fee revenues and related debt or to purchase environmentally sensitive land under specified circumstances; requires a corresponding reduction in property taxes.
Effective Date: July 1, 2006.
