Small Employer Health Insurance: Establishes the Healthy Florida Small Employer Health Insurance Program for specified purposes; provides requirements for small employer carriers; describes qualifying small employers; provides requirements for small employers; provides wage level criteria for small employers; provides for reimbursement of small employer carriers for portions of claims paid from the Healthy Florida Small Employer Stop Loss Fund; provides procedures, requirements, and limitations on reimbursements from the fund; requires the Financial Services Commission to adopt rules; provides duties of the Office of Insurance Regulation in administering and making reimbursement payments; provides for eligibility and criteria for reimbursement; authorizes the office to hire an organization to administer the fund; provides for a proposal submittal process for organizations to administer the fund; provides fund administration requirements; authorizes the administration organization to purchase insurance for specified purposes; provides for payment from the fund for insurance; authorizes the office to use fund moneys for specified purposes; authorizes the office to contract with marketing organizations to assist in such purposes; requires the office to report on the program to the Governor and Legislature; provides for future repeal of the program.
