General Bill
Rural Economic Development:
Establishes the Florida Rural Economic Development Authority under the Department of Agriculture and Consumer Services; provides a short title and definitions; provides the authority is a state agency; provides for membership, terms, reimbursement for per diem and travel, conflict of interest, and meetings; provides that meetings and records are subject to chs. 119 and 286; provides for administration, officers, and employees; provides powers, including the authority to adopt rules; provides for the purchase and sale of rural development loans; provides for loans to and deposits of funds with lending institutions; authorizes insurance of rural development loans; authorizes the issuance of bonds; exempts contracts from competitive bid provisions; provides that any pledge of funds, assets, or revenues is subject to a lien; provides for refunding of bonds; authorizes commission to purchase commission-issued bonds; exempts property and obligations from local and state taxes; provides for funds to be held in trust; declares bonds are securities; provides for creation of accounts and audits of the accounts; provides for cooperation of state agencies; provides for liberal construction of chapter; provides for deposit of certain assets in the General Revenue Fund upon termination of the commission; provides for certain percent allocation to the rural economic development bond pool from the allocation of state volume limitation for private activity bonds; creates the rural economic development bond pool; provides purpose; provides for allocation to the pool; provides for recapture of certain unused allocations to be returned pro rata to certain pools.
