Limitations on County and Municipal Expenditures: Proposes the creation of s. 19, Art. VII of the State Constitution to authorize the Legislature to impose a limitation on expenditures of counties and municipalities by general law, subject to providing for annual growth in the limitation and waiving the limitation if the Governor declares an emergency or additional expenditures are approved by municipal or county electors by referendum or by the municipal or county governing body by a supermajority vote.
