Department of Corrections: Includes DOC vehicles within "authorized emergency vehicles" for certain purposes; authorizes DOC to operate vehicles that have emergency lights & sirens; provides for funds in Employee Benefit Trust Fund to be used for certain additional purposes; limits types of donations to the fund; requires that fund be subject to oversight & annual audit; requires that DOC provide annual report concerning fund allocations on request; provides that facilities constructed using the fund are property of DOC & such facilities must provide maximum benefit for all employees; authorizes notice to appear for certain postrelease violators; provides for service of notices to appear; provides for tolling of probationary period; provides for use of notification letter of technical violation of term of probation or community control; authorizes submission of certain documents electronically or by facsimile; requires DOC to provide court with recommendations as to disposition by court; requires DOC to conduct study & submit report.
