Recovering, Towing, or Storing Vehicles and Vessels: Prescribes rates for towing & storage in counties & municipalities that have not established rates; requires rates for wrecker operator system of FHP to be established & reviewed biennially to ensure that rates are equitable; revises provisions governing liens for recovering, towing, or storing vehicles & vessels; provides for application of those provisions to salvage motor vehicle yards; revises requirements for notice to be provided by mail to owner, insurance company, & lienholders of vehicle or vessel; requires proof of mailing to be provided to certain persons; revises provisions for sale of vehicle or vessel; authorizes administrative charge.
