Public Construction Works: Revises provisions requiring county, municipality, special district, or other political subdivision of state to competitively award contracts for certain construction projects; revises requirements regarding contracting for certain county road & bridge projects; revises provisions authorizing county to employ labor & provide equipment for road & bridge projects; removes provision authorizing county to use its own resources for constructing & opening new roads & bridges; requires governing body of county or municipality to competitively award to private sector contractor all construction & reconstruction or repair of roads & bridges; authorizes county or municipality to use its own forces for certain projects; provides restrictions & limitations; provides for purchase of materials for such projects; provides that county or municipality is exempt from certain restriction with regard to paving dirt roads; revises provisions allowing county or municipality to perform routine maintenance; prohibits county, municipality, or special district from owning or operating asphalt plant or portable or stationary concrete batch plant with independent mixer; authorizes municipality to require that persons interested in performing work under contract be prequalified; provides that certain construction contract terms purporting to limit recovery of certain costs or damages by contractors are void.
