Seaport Development: Prescribes when certain funds will become subject to appropriation; revises distribution of license tax moneys deposited in State Transportation Trust Fund for funding of Florida Seaport Transportation & Economic Development Program & certain seaport intermodal access projects; requires DOT to include selected projects for funding in tentative work program; provides that specified bonds shall be issued by Division of Bond Finance at request of DOT; provides for funding construction or rehabilitation of wharves, docks, or similar structures; provides for funding certain seaport intermodal access projects; requires match; provides for issuance of bonds for such projects; creates Florida Seaport Finance Corporation; authorizes issuance & validation of bonds.
