Entertainment Industry: Renames entertainment industry financial incentive program as entertainment industry financial incentive & tax credit program; revises program to provide qualified entertainment entities with choice of corporate income tax & sales & use tax credits or reimbursement from appropriations; provides OFE, OTTED, & DOR tax credit duties & responsibilities; provides tax credit award criteria & limitations, total tax credit availability, & uses, allocations, election, distributions, & carryforward of tax credits; provides for use of consolidated returns; provides for partnership & noncorporate distributions of tax credits, succession of tax credits, & tax credit transfer requirements; requires transferred tax credits purchaser to pay percentage of amount paid to fund specified film education grants; provides priority allocation of financial incentive & tax credits & withdrawal of tax credit eligibility; authorizes adoption of rules & policies & procedures & audits; provides for tax credit revocation & forfeiture & liability for certain costs & fees associated with a fraudulent claim; provides for future expiration of tax credit authorization; establishes Florida Graduate Film Investment Program, its administration, funding, & use of funds, & requires OFE Advisory Council to advise on films produced under such program; includes portion of entertainment industry tax credit for purpose of calculating taxpayer's adjusted federal income; includes tax credits in order of application of credits against certain taxes; authorizes DOR to provide tax credit information to OFE & OTTED; requires electronic funds transfer for entertainment industry tax credit.
