Eliminates certain percentage reduction in penalties for noncriminal traffic infractions provided for attending basic driver improvement course; provides for distribution of specified penalty revenues; increases certain speeding fines; creates assessment for noncriminal moving & nonmoving traffic infractions & provides for distribution; provides for distribution of funds from certain traffic infraction penalties & certain violation fines; provides that probation in certain nonfelony cases is discretionary rather than mandatory & authorizes fine without placing nonfelony offender on probation.
