Continuing Care Facilities: Revises provisions of law regulating continuing care facilities; increases threshold amount for businesses that must be identified in application for provisional certificate; revises financial information required annually for each certified facility; requires annual report to reflect changes in accounting principle terminology; authorizes provider to assess separate, nonrefundable fee for processing application for continuing care; specifies that amounts maintained in escrow relating to taxes refer to property taxes; provides that resident is deemed to be occupying unit upon payment of specified fees; provides timeframe for rescinding contract; increases application processing fee; renames residents' organizations as residents' councils; requires provider to provide newly elected council chair copy of ch. 651, F.S., & related rules; specifies that resident has right to receive residents' council memos & announcements; prohibits provider from restricting resident's access to council; requires provider to provide reasons for increasing maintenance fee to resident's council chair; authorizes designated representative to represent provider at meetings; specifies that management company or operator is provider's agent for disclosing information to residents; expands list of items that must be provided to chair of residents' council; requires provider to provide copy of s. 651.071, F.S., relating to receivership or liquidation, to all prospective residents; increases amount of time OIR has to inspect facility; requires OIR to determine if all disclosures have been made to resident's council chair; requires chair of Continuing Care Advisory Council to report council's findings & recommendations to Governor & OIR director; requires OIR to provide specified information to council.
