General Bill
Review of the Department of Community Affairs under the Florida Government Accountability Act:
With respect to review of DCA under Florida Government Accountability Act, reenacts provisions relating to establishment of DCA & divisions & offices thereof, & powers, duties, & functions of DCA & its divisions & offices; revises various provisions relating to Florida Communities Trust Act; repeals Community-Based Development Organization Assistance Act; revises procedures & requirements with respect to compilation by DCA of official list of special districts; provides for electronic publishing & updating of Florida Special District Handbook; revises payment of costs of administering "Uniform Special District Accountability Act of 1989"; provides for transfer of Small County Technical Assistance Program in DOACS to DCA; requires DCA to develop specified hurricane loss mitigation programs in consultation with the Division of Emergency Management; requires DCA to adopt rules for administration of specified grants; requires ratification of rules by Legislature; provides for transfer of Hurricane Loss Mitigation Program Advisory Council to DEM of DCA; repeals Community-Based Development Organization Assistance Act.
