HB 7233 (2010) -  Consumer Debt Collection

Requires consumer debt collection agency to maintain certain records; increases administrative fine imposed against out-of-state consumer debt collector that fails to register as required; revises provisions relating to authorized activities of Attorney General; revises requirements for providing written notice of assignment of debt; revises prohibited acts with respect to consumer debt collection; revises provisions governing violations of communication procedures; revises provisions relating to consumer complaints about consumer collection agency; authorizes Attorney General to take action against person for violations involving debt collection; provides for issuance of subpoenas by OFR; authorizes OFR to issue cease & desist orders; revises provisions relating to administrative remedies; increases maximum penalty; authorizes FSC to adopt rules relating to penalty guidelines; revises provisions relating to civil remedies; conforms provisions to federal law.
