Property Taxation:
Deletes exception to confidentiality of specified tax returns relating to order of administrative body with quasi-judicial powers in ad valorem tax matters; specifies that certain disclosures of specified tax returns without consent of taxpayer constitute misfeasance or malfeasance and may result in removal from office; revises provisions relating to effect of failure of property appraiser or petitioner to timely comply with requests for evidentiary information in tax assessment proceedings; deletes provision relating to petitioner's presentation of testimony or other evidence for consideration by value adjustment board or special magistrate; specifies taxpayer's failure to provide financial records relating to nonhomestead property does not preclude consideration of records in judicial or administrative proceedings; deletes exception to confidentiality accorded to certain financial records of taxpayer relating to order of administrative body with quasi-judicial powers in ad valorem tax matters; requires that rules & regulations must provide for return of financial records relating to nonhomestead property after taxpayer request within specified time; requires certain prior notice to taxpayer before governmental agencies may share or exchange confidential records; provides for application to pending & newly initiated challenges.
