Requires elected municipal officials to participate in annual ethics training; revises format for disclose of abstentions & conflicts by state, local, and appointed public officers; provides for issuance of advisory opinions upon request of reporting individual or procurement employee regarding honoraria & prohibited gifts; requires Commission on Ethics to impose civil penalty on person who has filed complaint with malicious intent; requires commission to dismiss complaint against state, county, municipal, or school district officer or employee if certain circumstances are met; prohibits political subdivision from imposing additional standards of conduct upon officers & employees of another political subdivision.
