Creating provisions relating to health insurers, and amending provisions relating to health maintenance organizations, to provide that an insured or subscriber may not be required to obtain pharmaceutical services from a mail order pharmacy; providing that a pharmacy that is not a mail order pharmacy is subject to the same terms and conditions as a mail order pharmacy, etc.
