Trust Funds/Historically Black Colleges and Universities Matching Endowment Scholarship Trust Fund: Creating the Historically Black Colleges and Universities Matching Endowment Scholarship Trust Fund within the Department of Education; providing for the purpose of source of funds for the trust fund; providing for future review and termination or re-creation of the trust fund, etc.
Effective Date: On the same date that SB 456 or similar legislation takes effect if such legislation is enacted in the same legislative session or an extension thereof and becomes law, and only if this act is enacted by a three-fifths vote of the membership of each house of the Legislature
