Rural Economic Development: Revises required elements of a comprehensive plan; revises requirements in described areas for the traffic circulation element in the comprehensive plan; requires described plans in said element; provides for a comprehensive interchange sector plan; provides for multigovernment jurisdictions; provides for content and considerations; requires coordination with described public and private agencies; provides for a comprehensive access management plan; requires conformity to the State Highway System Access Management Act; requires approval by the Department of Transportation; requires the DCA to coordinate planning activities of applicable parties; provides for a coordinated plan; revises provisions for award of Rural Infrastructure Fund grants; provides for specified in-kind resources matching funds; provides legislative findings relating to highway interchanges; revises provisions for comprehensive plan amendments for described areas; requires specified entities to develop a master plan; provides purpose of the plan; provides for assistance preparing applications for permits; provides for waiver or reduction of application fees for permits; authorizes DOT to establish a tourist-oriented directional sign program in described counties; requires conformance with regulations; provides purpose; authorizes the department to provide described services; authorizes the department to contract for said services; provides for charge of fee to participating businesses; authorizes the department to adopt rules.
Effective Date: This act shall take effect upon becoming a law
